According to the SD specifications, any SD card larger than 32GB is an SDXC card and has to be formatted with the exFAT filesystem. This means the official SD Formatter tool will always format cards that are 64GB or larger as exFAT.
The Raspberry Pi's bootloader, built into the GPU and non-updateable, only has support for reading from FAT filesystems (both FAT16 and FAT32), and is unable to boot from an exFAT filesystem. So if you want to use NOOBS on a card that is 64GB or larger, you need to reformat it as FAT32 first before copying the NOOBS files to it.
Using Raspberry Pi Imager
Our imaging tool has an option to format an SD card to the correct FAT filesystem. Download the tool from here.
- Select your SD card and click Format. In the new window, click on Format memory card to confirm. You may soon see a pop-up window that asks: «Do you want to move content to your SD card?». If you do, click on the Move Content button and wait a little. You can also change the storage settings for your applications and your media content.
- Technically, the above ways are not the low level formatting sd card in android but just the ways to make the sd card work for your phone. If you need a real low level format tool for sd card, try the following ways. #2 Low level format sd card in Camera. Settings - Format SD Card - Low level format.
Run the Raspberry Pi Imager application, then from the Choose OS option

option, and finally click on Write
.

To learn how to format the SanDisk SD card on Android, just head to its Settings Storage and select your SD card. From the provided options, tap on the 'Erase External Storage' feature and confirm your choice to erase everything on the connected SD card. Please note that the overall interface and options might vary in different Android models.
The standard formatting tools built into these operating systems are able to create FAT32 partitions; they might also be labelled as FAT or MS-DOS. Simply delete the existing exFAT partition and create and format a new FAT32 primary partition, before proceeding with the rest of the NOOBS instructions. On a Mac, this means using the command-line diskutil program and choosing the Master Boot Record scheme.
Windows
The standard formatting tools built into Windows are limited, as they only allow partitions up to 32GB to be formatted as FAT32, so to format a 64GB partition as FAT32 you need to use a third-party formatting tool. A simple tool to do this is FAT32 Format which downloads as a single file named guiformat.exe
- no installation is necessary.
Run the SD Formatter tool first to ensure that any other partitions on the SD card are deleted. Then run the FAT32 Format (guiformat.exe) tool, ensure you choose the correct drive letter, leave the other options at their default settings, and click 'Start'. After it has finished, you can proceed with the rest of the NOOBS instructions.
If the FAT32 Format tool doesn't work for you, alternative options are MiniTool Partition Wizard Free Edition and EaseUS Partition Master Free which are 'home user' versions of fully featured partition editor tools, and so not as straightforward to use.

Here is a link that shows you how to reformat an SD card (or MicroSD card) on your Mac. The steps are also written out below.
- Connect the SD card to your computer by using an external card reader. Save all the files from your SD card that you want to keep to your computer before moving to step 2. Formatting the SD card deletes all the data off of the card.
- Note – If you're using a Micro SD card, please insert the Micro SD card into the SD card adapter that came with card. Connect the SD card adapter to your computer by using an external card reader.
- Also note – Mac OS 10.6.5 or earlier does not support exFAT format, which most 64 GB SD cards are formatted to. This means that you won't be able to format or use exFAT card on your computer. In this case, we'd recommend either upgrading your OS to 10.6.6 or later, or using an SD card that's already formatted to MS-DOS (FAT) or FAT32 to complete the below steps.
- Open Disk Utility. To do this, click on the magnifying glass in the top-right corner of your computer screen. Type 'disk utility' in the search box that opens, then click on the 'Disk Utility' Application that comes up.
- Find the SD card in the left side of the window. It'll be named something like NO NAME or UNTITLED.
- Click the ERASE tab in the middle of the window.
- Next, click on the Format dropdown menu. Select MS-DOS (FAT) if the card is 32 GB or smaller. If it's a 64GB card, please select ExFAT.
- A message will appear asking, 'Are you sure you want to erase the partition '[YOUR SD CARD NAME]?' Click Erase. The computer will delete the contents of your SD card and format it. You're all done.
